How your Texas electric bill works
Most Texas electric bills have two parts: the energy charge (kWh × your rate) and a fixed delivery or base fee. On top of that come taxes and, on some plans, a minimum-usage fee if you use very little.
The rate matters more than anything else. The state average is 15.94¢/kWh (EIA, Nov 2026), but plain fixed-rate plans were advertised at 10.8–11.9¢/kWh in the same month — at 1,096 kWh that is the difference between about $118–$130 and about $175 a month.
Watch out for bill-credit plans: the advertised rate, sometimes as low as 7.3¢/kWh, usually only applies if your usage lands near 1,000 or 2,000 kWh. Miss the target and the effective rate jumps. Compare plans at your actual usage, not the advertised usage.
Austin and San Antonio are not deregulated — Austin Energy and CPS Energy set the rate, and you cannot shop for a different retail provider there.
Frequently asked questions
What is a typical Texas electric bill?
At the state average rate of 15.94¢/kWh (EIA, Nov 2026) and typical use of 1,096 kWh a month, the energy charge is about $174.70, before fixed fees and taxes. Summer bills run higher because of air conditioning.
What is a good electricity rate in Texas right now?
In November 2026, plain fixed-rate plans were advertised at 10.8–11.9¢/kWh, and the market average on Choose Energy was 10.12¢/kWh. Anything under 12¢/kWh on a fixed plan with no usage games is a reasonable rate.
Why did my rate jump when my usage barely changed?
The usual cause is a variable-rate plan or a bill-credit plan where you missed the usage target. Check the plan name on your bill, then compare it against the fixed-rate plans on our Texas utility comparison page.
Do I pay a different rate at night?
Only if you are on a time-of-use plan. Most Texas residential plans charge one flat rate all day. If you drive an EV, a time-of-use or free-nights plan can be worth it — see our home EV charging calculator.
